The World Center for Birds of Prey is a great way to spend a day. The Center has been in Boise for over twenty years.  Situated on 380 acres south of town just off Cole Rd, it has taken the Peregrine from an endangered species and as of 2007 placed more than 6000 birds back in the wild and removed them from the endangered list.    While some individuals have spent 4-5 hours exploring and learning about Birds of Prey and Raptors, the average tour length is about one and one-half hours. Tables are available on the grounds, and in warmer weather are a great place to enjoy lunch while watching the local populace of Chukars; Mountain, Gambrels and Califonia Qual; wild Redtail Hawks, Kestrels, Prairie Falcons, Northern Harriers and an occasional Golden Eagle.  I have heard:  ”What a fabulous place to visit!”

Turmoil in financial markets has investors fleeing to the relative safety of bonds and mortgage-backed securities, pushing down mortgage rates to at or near historic lows.      Rates on 30-year fixed-rate mortgages averaged 4.39 percent with an average 0.8 point for the week ending Aug. 4, down from 4.55 percent last week and 4.49 percent a year ago, according to Freddie Mac’s latest report.   The 30-year fixed-rate mortgage hit an all-time low in Freddie Mac records dating to 1971 of 4.17 percent during the week ending Nov. 11, 2010, before climbing to a 2011 high of 5.05 percent in February.   Rates on 15-year fixed-rate mortgages averaged 3.54 percent with an average 0.7 point, down from 3.66 percent last week and a 2011 high of 4.29 percent in February. That’s a new all-time low rate on 15-year fixed-rate loans in records dating to 1991.

There is a Chinese proverb that states, “May you live in interesting times.” It is often argued that the word interesting is meant to be a synonym for turbulent or dangerous. This phrase hits the bull’s-eye given the current state of the financial markets. While stocks and bonds are swinging around wildly there is some good news. Interest rates for conforming and FHA/VA loans are historically very low.
Remember, low rates are not a given considering the uncertainty in the financial markets. Inflation, real or perceived, erodes the value of bonds causing bond prices to fall and rates to rise. The last thing the economy needs now is rising mortgage interest rates. If inflation emerges that very well may happen despite the continued Fed efforts to keep rates low. With so much uncertainty, a cautious approach to float lock decisions would be wise.

Pending home sales increased in June following a wide swing down in April and then up in May, according to the NATIONAL ASSOCIATION OF REALTORS®. Activity increased in the West and South but declined in the Midwest and Northeast; all regions show strong double-digit gains from a year ago.
The Pending Home Sales Index, which measures contracts to buy and sell homes, rose 2.4% in June and is up 19.8% from June 2010, the low point immediately following expiration of the home buyer tax credit.
NAR Chief Economist Lawrence Yun said most home purchase transactions take one to two months to close, so two months of consecutive increases in the pending sales data is a good sign that the market is improving.  “Though a higher-than-normal cancellation rate can hold back final closing figures, it could well be that some past cancellations are nothing more than delayed buying decisions rather than outright cancellations,”  he explained.
